Safe Sport Training
This year many have been focusing on how to create a physically safe training environment for all instructors and their students to prevent the spread of COVID-19. Creating a safe sport culture goes beyond this specific physical component and is a shared responsibility about providing an environment where everyone can thrive. 

Sport Canada requires annual completion of Safe Sport training for those dealing with high performance athletes and some provincial authorities are also developing guidelines for instructors, coaches and volunteers. Cruising, Power and Navigation instructors will be required to complete this training once every five years to meet national and provincial prescriptions. Completion of Safe Sport training will be required to, in order to register with Sail Canada as a Cruising, Power or Navigation instructor in 2021. 

Two available e-learning Safe Sport training opportunities are discussed below. These modules include the content required by Sport Canada. Additional Safe Sport training programs may be developed by your provincial government and given agreement by Sport Canada will also be accepted to meet the national requirement. Please refer to your Provincial Sailing Association to confirm if there are specific training requirements and programs in your area.

The Coaching Association of Canada (CAC) Safe Sport Module has been designed to help anyone in sport identify and prevent situations of maltreatment. The Safe Sport Module is available to athletes, coaches, officials, parents, volunteers and administrators at no cost. Please click here for more information and to access the Safe Sport Module. (Note: You will be required to create a profile in the CAC Locker, prior to completing the free module.) 

In the login controlled area of the Sail Canada website there is a Respect in Sport Training Module. The cost of this module is $30
Sail Canada policy on Criminal Record Checks
Sail Canada is responsible for providing a safe and secure environment for athletes and participants in the sailing community. Instructors, coaches and officials are, and volunteers may be, in a position of trust related to these athletes or others in the community. In April 2020 the Sail Canada Board of Directors approved a Criminal Record Check & Screening Policy as part of the effort to keep all participants safe. Starting in 2021, all Sail Canada Coaches and Instructors will be required to hold a valid Criminal Background Check (checks will be accepted for 5 years from the date obtained).

Sail Canada has partnered with Sterling Backcheck to make obtaining a Criminal Record Check efficient. Checks can be completed in as little as 4 hours, and the outcome can be directed to Sail Canada if you choose to. Please use this link to access Sterling Backcheck. Criminal Background Checks obtained from another source can be sent to instructor@sailing.ca.

Updates to Standards and Exams
A number of minor updates or wording changes have been approved and are in progress for the Learn to Cruise, Power and Navigation Standards. Following, in brief is information concerning the changes that have been made or are anticipated.

Headings and text in many of the Standards refer to a “course” instead of to a “standard”. Implementation of this change will require minor grammar adjustments. 

Start Keelboat Sailing
The knowledge requirement related to the use and maintenance of safety equipment has been restated. Candidates are now expected to know how to use the equipment and where it is located on the vessel but are not expected to know the details relating to equipment maintenance or how to determine whether the equipment is in proper working order. The objective defined in the Standard has been restated to better differentiate among the Start Keelboat Sailing, Basic Crew and Basic Cruising Standards.

Basic Crew and Basic Cruising
The objective defined in these standards has been restated to better differentiate among the Start Keelboat Sailing, Basic Crew and Basic Cruising Standards.
Afloat PO 5 has been re-written to better specify the learning requirement. Originally defined as Coil a line and secure (sea coil) the PO now reads Coil a line (two methods: perfect, figure eight) and secure (three methods: temporary, pull-through, for stowage) to better reflect current practices. Look for more information on this revised Performance Objective in coming months.
Additional wording changes have been made to afloat POs to reflect the fact that many teaching vessels are rigged with roller furling and have no hank-on sails. The requirement to belay a line has been moved to the performance objective covering knots.

Basic Powerboat and Intermediate Powerboat
The PO Coil a line and secure (sea coil) has been modified as discussed above. The requirement to belay a line has been moved to the performance objective covering knots.

Intermediate Cruising 
A new ashore PO has been added to specifically require that students understand the impact of wind against current. This knowledge is important to safely manage a vessel when making passages in areas with strong tidal or continuous currents. 

Basic Cruising Instructor
The requirement for candidates to have completed a current version of the Basic Coastal Navigation exam has been restated and corrected.

Exams
A number of exams have had updates or corrections applied to them. All exams should now have a date identifying the year, month and day the version of the exam was published. Check out the resources section of the website to make sure that you are using the most recent versions of the exams.
Learn to Cruise policy on Conducting Remote Examinations
The National Learn to Cruise subcommittee has approved a revised policy concerning the conduct of remote examinations. The revised policy allows up to 6 candidates to write exams when under the observation of an instructor via teleconferencing software. Certification and Certification Renewal
Instructors may have chosen not work this year or may not have had the opportunity to do so. For these individuals accumulation of the required teaching experience to support recertification may not have been possible in 2020. For instructors who could not teach because of COVID Sail Canada will grant extensions on a case by case basis. Instructors should still apply for recertification based on their activity over the three-year period. If they are short because of not teaching in 2020, we do not see an issue with extensions of one year. 

The Sail Canada Cruising subcommittee is reviewing the current certification and recertification process. Content and delivery of initial instructor development clinics as well as the requirements to become and remain certified are all a part of this review. One of the options under consideration extension of the certification period with the intent of easing the requirements to remain certified. Look for more information on this matter in the near future.
Sail Canada Website
We depend on the Sail Canada website as one method for individuals to learn how Sail Canada courses may help them build skill and knowledge in the operation of sailboats and power boats. In the education section of the website the Cruising, Power and Navigation Standards are shown for both students and instructors. 

A potential client, looking at the student pages would be challenged to understand how to start learning and options available to build or advance their skills. The Cruising subcommittee is seeking a volunteer website content writer who can write and design engaging content to provide some guidance for those looking at the training options available on the Cruising, Power and Navigation pages. Individuals interested in providing assistance with this effort should contact cruising@sailing.ca and jamie@sailing.ca

Transport Canada Questionnaire on PDF/Lifejacket usage
Here is an opportunity to make your opinion known and influence potential national regulation.

To assist Transport Canada’s education and outreach efforts to enhance safety for recreational boaters, work is underway to further examine motivations and policy instruments to increase the wearing of PFDs/lifejackets on board pleasure craft.
As part of this initiative, the Office of Boating Safety has partnered with a Privy Council Office behavioural scientist to develop an online survey to assess boater’s general attitudes toward the wearing of PFDs/lifejackets. Completion of the survey by members of Canada’s recreational boating community will help Transport Canada compile up to date data regarding Canadian boater’s perspectives on PFDs/lifejacket usage in general, and help identify barriers keeping wear rates low among key demographics.

The survey will be available for completion until December 31, 2020. 
As the survey’s questions are directed to recreational boaters, and aim to enhance recreational boating safety, we are hoping you will be able to distribute notice of the survey, and the associated links, to your membership. This will help ensure the thoughts and opinions of Canada’s recreational boating community are heavily reflected in the survey’s conclusions, resulting in enhanced outreach and education efforts which are best tailored to help the community at large.

VHF ROCM processing
We have received the following from the Canadian Power Squadron concerning processing of VHF applications for certification submitted by mail.

 The National Office of CPS-ECP was closed from March to August due to the COVID-19 pandemic. Therefore, we could not process any ROC(M) applications received through Canada Post during that time. 

On August 10th we partially re-opened the National Office as per provincial and municipal guidelines. We have staff in the office every day on a rotating basis. While in the office, our focus is on processing all these applications. We’ve acquired additional full time help to decrease the backlog and issue ROC(M) certificates. 

Please advise your students that their 90-day temporary certificate should still be considered valid and satisfactory to most law enforcement during

Mises à jour de Voile Canada
Élargissement de la politique d’examen d’apprentissage de la croisière
Cette année, beaucoup se sont concentrés sur la façon de créer un environnement d'entraînement physiquement sûr pour tous les instructeurs et leurs étudiants afin de prévenir la propagation du COVID-19. La création d'une culture sportive sécuritaire va au-delà de cette composante physique spécifique et est une responsabilité partagée de fournir un environnement où tout le monde peut s'épanouir.

Sport Canada exige que les personnes qui entrainent des athlètes de haut niveau suivent un entraînement sportif sécuritaire chaque année et certaines autorités provinciales élaborent également des lignes directrices pour les instructeurs, les entraîneurs et les bénévoles. Les instructeurs de croisière, de puissance et de navigation devront suivre cette formation une fois tous les cinq ans pour satisfaire aux prescriptions nationales et provinciales. La formation de Sport Sécuritaire sera requise pour s'inscrire auprès de Voile Canada en tant qu'instructeur de croisière, de puissance ou de navigation en 2021.

Deux possibilités de formation en ligne pour le sport sécuritaire sont présentées ci-dessous. Ces modules comprennent le contenu requis par Sport Canada. Des programmes d'entraînement supplémentaires pour le sport sécuritaire peuvent être élaborés par votre gouvernement provincial et, avec l'accord de Sport Canada, seront également acceptés pour répondre à l'exigence nationale. Veuillez consulter votre association provinciale de voile pour confirmer s'il existe des exigences et des programmes de formation spécifiques dans votre région.

On attend désormais des candidats qu'ils sachent comment utiliser l'équipement et où il se trouve sur le navire, mais on ne s'attend pas à ce qu'il connaisse les détails relatifs à l'entretien de l'équipement ou comment déterminer si l'équipement est en bon état de fonctionnement. L'objectif défini dans la norme a été réaffirmé afin de mieux différencier les normes de départ en quillard, d'équipage de base et de croisière de base.

Compétence sur l'eau OP 5 a été réécrit pour mieux spécifier les besoins d'apprentissage. Initialement défini comme lover un cordage (deux méthodes: boucles en parallèles ou boucles en huit) et le ranger (trois
façons: suspendu, dans un coffre ou glène en tête d’alouette) pour mieux refléter les pratiques actuelles.

Des modifications supplémentaires ont été apportées au libellé des OP à flot pour tenir compte du fait que de nombreux navires d'enseignement sont gréés avec des enrouleurs à rouleaux et n'ont pas de voiles à écheveau.

Croisière intermédiaire
Un nouveau OP à terre a été ajouté pour exiger spécifiquement que les élèves comprennent l'impact du vent contre le courant. Ces connaissances sont importantes pour gérer en toute sécurité un navire lors de passages dans des zones à forts courants de marée ou continus.

Instructeur de croisière élémentaire
L'exigence selon laquelle les candidats doivent avoir réussi une version à jour de l'examen de base en navigation côtière a été reformulée et corrigée.

Examens
Des mises à jour ou des corrections ont été appliquées à un certain nombre d'examens. Tous les examens doivent désormais avoir une date identifiant l'année, le mois et le jour de publication de la version de l'examen. Certification et recertification
Les instructeurs peuvent avoir choisi de ne pas travailler cette année ou ne pas avoir eu l'occasion de le faire. Pour ces personnes, l'accumulation de l'expérience d'enseignement requise pour soutenir la recertification n'a peut-être pas été possible en 2020. Pour les instructeurs qui ne pouvaient pas enseigner à cause de COVID, Voile Canada accordera des prolongations au cas par cas. Les instructeurs doivent toujours demander une recertification en fonction de leur activité au cours de la période de trois ans. S'ils sont courts parce qu'ils n'enseignent pas en 2020, nous ne voyons pas de problème avec des prolongations d'un an.

Le sous-comité de croisière de Voile Canada examine le processus actuel de certification et de recertification. Le contenu et la prestation des cliniques de développement initial des instructeurs ainsi que les exigences pour devenir et rester certifié font tous partie de cet examen. Nous comptons sur le site Web de Voile Canada comme une méthode permettant aux individus d'apprendre comment les cours de Voile Canada peuvent les aider à acquérir des compétences et des connaissances dans la conduite de voiliers et de bateaux à moteur. Sondage Transport Canada

Pour aider Transports Canada aux efforts d’éducation et de sensibilisation visant à améliorer la sécurité des plaisanciers, des travaux sont en cours pour examiner plus en détail les motivations et les instruments de politique visant à accroître le port des VFI / gilets de sauvetage à bord des bateaux de plaisance.
 
Dans le cadre de cette initiative, le Bureau de la sécurité nautique a établi un partenariat avec un spécialiste du comportement du Bureau du Conseil privé pour élaborer un sondage en ligne afin d’évaluer les attitudes générales des plaisanciers à l’égard du port des VFI / gilets de sauvetage. La réalisation du sondage par des membres de la communauté canadienne de la navigation de plaisance aidera Transports Canada à compiler des données à jour sur les perspectives des plaisanciers canadiens sur l’utilisation des VFI / gilets de sauvetage en général, et aidera à identifier les obstacles qui maintiennent les taux d’usure bas parmi les principaux groupes démographiques.

Traitement des applications CRO(M)
Le bureau national de CPS-ECP a été fermé de mars à août en raison de la pandémie de la COVID-19. Par conséquent, nous n'avons pas pu traiter les demandes de cartes de Radio maritime reçues par Postes Canada pendant cette période. Le 10 août, nous avons partiellement rouvert le bureau national conformément aux directives provinciales et municipales. Nous avons du personnel au bureau tous les jours à tour de rôle. Au bureau, nous nous concentrons sur le traitement de ces demandes. Nous avons acquis une aide supplémentaire à plein temps pour réduire l'arriéré et émettre des certificats. 

 Veuillez informer vos étudiants que leur certificat temporaire de 90 jours devrait toujours être considéré comme valide et satisfaisant pour la plupart des forces de l'ordre pendant ces périodes sans précédent.
