Open Educational Resources in the Commonwealth: Survey


 

About the Survey:  

This survey on Open Educational Resources (OER) in the Commonwealth is being conducted by the Commonwealth of Learning (COL), an intergovernmental organization established by the Commonwealth Heads of Government in 1987 to promote the development and sharing of open learning and distance education knowledge, resources and technologies. COL has been actively promoting the use and integration of OER in teaching and learning ever since it adopted a policy on OER in 2011. Many resources developed by COL to support policy development and capacity building for OER are available at: http://oasis.col.org/

The survey will help countries in the Commonwealth understand the status of OER, especially the significant role played by OER during the COVID-19 pandemic and develop appropriate strategies to adopt the UNESCO OER Recommendation 2019.

As per COL’s data protection policy, responses collected shall be retained in secure servers that are wholly owned or managed by COL. Third-party access is not permitted at any time to data held in these servers. The data collected shall be reported in aggregate and no individual shall be identified.

Definitions: 

Copyright is an exclusive right given by law of a country to the creator/owner of a creative work for a limited time to produce, reproduce, publish or perform. This allows copyright holder to assign, and/or license the work for free or commercial purpose.

Open Educational Resources (OER) are “learning, teaching and research materials in any format and medium that reside in the public domain or are under copyright that have been released under an open license, that permit no-cost access, re-use, re-purpose, adaptation and redistribution by others.”  OER can include lecture notes, slides, lesson plans, textbooks, handouts given to students, videos, online tutorials, podcasts, diagrams, entire courses, and any other material designed for use in teaching and learning. 

Open Licence is a licence that allows copyrighted materials to be used, adapted and redistributed without additional permission from the copyright holder. The best-known open licences are the Creative Commons licences, which provide legal mechanisms to ensure that people retain copyright over and acknowledgement for their work while allowing it to be shared under the terms and conditions of their choice. 

Public Domain refers to materials for which the copyright has expired or whose author has relinquished the copyright.
