WHEREAS the United Counties of Prescott-Russell (UCPR) have set aside $400,000 ($50,000 per Mayor) in their 2023 budget for a new community positivity program whose policy has not yet been defined; and
 
WHEREAS it is deemed to be in the best interest of the City of Clarence-Rockland to distribute some of these funds to the Rockland Community Garden Project immediately to ensure its success;
 
BE IT RESOLVED THAT Council hereby approves that the disbursement of funds, up to $10,000 to the Rockland Community Garden be advanced from the Tax Stabilization Reserve at this time, in order to ensure the success of their initiative; and


BE IT FURTHER RESOLVED THAT these advanced funds will be reimbursed once the UCPR have established their funding program.

WHEREAS the pedestrian sidewalk on the Drouin rd bridge have been gated and closed since its opening in 2014; and


WHEREAS pedestrians are forced to walk on the road and into the flow of traffic to get across the bridge; and


WHEREAS the bridge is situated right before a hill, making it hard for travelling cars to react to pedestrians in the roadway hereby increasing the risk of an accident; and


WHEREAS open and accessible sidewalks would make the road safer for pedestrians and motorists alike;


BE IT RESOLVED THAT City Council mandate staff to draft a report on the total cost of including sidewalks on Drouin bridge and that the cost be considered in the Budget 2024.
