Resolution to move to Closed Session to deal with one (1) Acquisition or Disposition of Land / Position, Plan or Instructions to be Applied to Negotiations item regarding property on Durham Street, Sudbury in accordance with the Municipal Act, 2001, par. 239(2)(c) and (k).

For the purpose of convenience and for expediting meetings, matters of business of repetitive or routine nature are included in the Consent Agenda, and all such matters of business contained in the Consent Agenda are voted on collectively.


A particular matter of business may be singled out from the Consent Agenda for debate or for a separate vote upon the request of any Councillor. In the case of a separate vote, the excluded matter of business is severed from the Consent Agenda, and only the remaining matters of business contained in the Consent Agenda are voted on collectively.


Each and every matter of business contained in the Consent Agenda is recorded separately in the minutes of the meeting.

This report provides a recommendation regarding the 2024 schedule of meeting dates for City Council and its Committees.

This report provides a recommendation regarding the disbursement of the Canada/Ontario Community Housing Initiative (COCHI), Ontario Priorities Housing Initiative (OPHI), and Canada/Ontario Housing Benefit (COHB) funding and outlines the Community Housing Renewal Strategy 2023-2024 planned allocation received from the Ministry of Municipal Affairs and Housing (MMAH).

This report provides a recommendation regarding the nomination process of a Member on the Greater Sudbury Source Protection Committee.

This by-law is before Council for first and second readings only.  This provisional by-law approves the Valley Growers Drain Project.  The by-law will return for third reading once any appeals of assessments have been resolved.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury


Planning Committee Resolution #PL2021-116


This by-law rezones the subject property in order to permit two apartment residential dwelling units on the ground floor and shared housing with a maximum of six guestrooms on the second floor of the existing residential building situated on the lands.  Site-specific relief with respect to the location of the existing building, parking space requirements and an encroaching covered porch into the road allowance of Nadia Street is also provided for accordingly - Ray Goulet & Louise Buckingham, 476 Montague Avenue, Sudbury.

A By-law of the City of Greater Sudbury to Amend By-law 2010-100Z being the Comprehensive Zoning By-law for the City of Greater Sudbury


Planning Committee Resolution #PL2023-45


This by-law rezones a northerly portion of the subject lands in order to facilitate the creation of one new urban residential lot on the east side of Bedford Court with the proposed retained lands having a reduced minimum lot frontage - Northern Home Builders & Renovators Inc., 678 Bedford Court, Sudbury.

As presented by Councillor Parent, Mayor Lefebvre, Councillor Fortin, Councillor Lapierre, Councillor Labbee and Councillor Signoretti:


WHEREAS as part of the 4-year capital budget planning the City of Greater Sudbury will commit hundreds of millions of dollars to address infrastructure priorities like roads, recreation facilities, building upgrades and equipment renewal;


AND WHEREAS the City of Greater Sudbury commits to optimize best value for its taxpayers, procure the best possible goods or services at the most affordable costs, hold vendors who do not perform to account and ensure that service providers that cannot meet work requirements are excluded from participating in the procurement process;


AND WHEREAS sound procurement policies ensure quality control and products or services that meet customer expectations, which prevents businesses from losing money due to poor quality products or services;


AND WHEREAS a rigorous governance framework will guide capital project owners in effective decision making and lays the groundwork for project success;


THEREFORE BE IT RESOLVED that the City of Greater Sudbury requests that the Auditor General includes a project in the 2024 audit workplan that reviews the corporation’s policies and processes governing procurement, capital project management and vendor performance management, with the general objective of reviewing controls designed to ensure the best vendors are awarded projects, the corporation’s business requirements are met and an audit scope deemed reasonable by the Auditor General.
