That the Ottawa Police Services Board:

1. Direct staff to prepare the 2023 Draft Operating and Capital Budgets based on a 2.5% tax increase and an estimated 2.2% increase in taxes resulting from growth in assessment base.
2. Approve the 2023 budget review and timetable.

That the Ottawa Police Services Board approve the Facilities Strategic Plan Refresh 2023-2037 and direct the Ottawa Police Service (OPS) to start projects as sequenced in the plan.

That the Ottawa Police Services Board:

1) Delegate authority to the Chief of Police (Chief) to purchase 275 CEWs in 2023 for lifecycle management of the operational inventory up to a limit of $970,200 before tax.

2) Delegate authority to the Chief to purchase 8,000 CEW Cartridges in 2023 to meet the operational and training needs of the CEW program, up to a limit of $471,200.

That the Ottawa Police Services Board approve the appointment of one RCMP employee listed in Document 1 as Special Constable pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment Form.

That the Ottawa Police Services Board receive and table this report and the attached By-law No. 1 of 2023, being a By-law to amend Ottawa Police Services Board Procedure By-law No. 3 of 2014, for approval and enactment at its 27 February 2023 meeting.

That the Ottawa Police Services Board approve the procurement of executive search firm Odgers Berndtson to support the Board in its search for two new Deputy Chiefs at a cost of approximately $71,750, not including HST or out-of-pocket expenses.

That the Ottawa Police Services Board approve payment of $7,162.46 (including HST) to the Ontario Association of Police Services Boards for its 2023 membership fee.
