In a place to call home, 299 (291) Carling Avenue will celebrate Algonquin traditions of connection to community and place – an illustration of reconciliation on Algonquin land. Overall design elements and building materials will reflect Algonquin connections to Mother Earth and community within an urban city block nestled into its neighbourhood.  Buildings on the site will allow for vibrant mixed use including affordable and family oriented units and small, neighbourhood shops accessed from a welcoming streetscape. Pathways and greenspaces, featuring a natural rock outcrop and a central shared gathering space will draw people in to celebrate and enjoy connections whether to community or to quiet space. 


In 2017, the Algonquins of Ontario and Canada Lands Company acquired the site at 299 Carling Avenue (also known as 291 Carling Avenue) as part of a joint venture partnership. The joint venture builds upon an on-going partnership between Canada Lands and the Algonquins of Ontario at Wateridge Village (the former Canadian Forces Base Rockliffe in Ottawa).


In the fall of 2020, we completed our public engagement process and submitted our application for a municipal by-law amendment to the City of Ottawa obtaining approval by Council on January 26, 2022. Next steps in the process include commencing public engagement for the dedicated park area to be designed and constructed by Canada Lands Company and the Algonquins of Ontario before transferring to the City of Ottawa. 


This website has been created to seek feedback from the community on the proposed park plan. This feedback will inform future visioning and design ideas for the park before we submit the park plan to the City of Ottawa for approval.

Overview

Canada Lands is developing the site by way of a joint venture with the Algonquins of Ontario. The management committee overseeing the joint venture has equal representation from both organizations, with Canada Lands acting as project manager.


Canada Lands Company 

Canada Lands Company is a self-financing, federal Crown corporation that specializes in real estate, development and attractions management and is the part owner of 299 Carling Avenue. Its goal is to help transform the places and spaces it owns and operates to meet the needs of Canadians with inspiring and sustainable new neighbourhoods.  

Algonquins of Ontario

Algonquins of Ontario (AOO) represent 10 Algonquin communities working together to negotiate a modern-day treaty setting out Algonquin Aboriginal and treaty rights protected under Section 35 of the Constitution Act, 1982

The property has an area of 1.36 hectares (3.36 acres) and is located at the southwestern edge of the Glebe Annex neighbourhood in Ottawa. It is bound by Carling Avenue to the south, Lebreton Street South to the west, a multi-unit residential building to the north, and a multi-unit residential building (Dow’s Lake Towers) and Bell Street South to the east. The Lakelander Condo is located further east of the site. The property is also located 600 metres from the Carling O-Train Light Rail Transit (LRT) Station. The property at 299 Carling Avenue was formerly used as a surface parking lot for adjacent federal government offices (e.g., NRCan) and local businesses.


The property is generally flat, with an upwards slope towards Bell Street as well as to the northerly property limits. There is an escarpment feature with a rock outcropping along the eastern property limits. The elevation difference between the top and bottom of the escarpment feature is approximately eight metres.

Located along Lebreton Street, the 0.14 hectare/0.35 acre park will contribute to the community recreational green spaces. The future development will include City requirements for a public park and will be designed to have clear views to the open space, universal accessibility, active and passive uses, spaces for seating and play, and a minimum of 30% tree canopy.

Incorporated into the park’s design is the commemoration of the Algonquin culture by creating an open space that is quiet, reflective, welcoming, and inclusive, honoring nature, honoring and sharing Algonquin culture, traditions, and values. Canada Lands will continue to work with the Algonquins of Ontario and incorporate feedback to establish a vision and design for the park and open space land.

The park plan is intended to provide a high-level strategy as to how the park space on the site will be designed and used. The plan is a collaboration between Canada Lands Company and the Algonquins of Ontario who worked with Lashley and Associates. Scroll down to view the plan.

The Zoning by-Law Amendment was approved by the City of Ottawa on January 26, 2022. Canada Lands and the Algonquins of Ontario are engaging the public on the design of this park. Following approval of the park design by the City of Ottawa, Canada Lands and the Algonquins of Ontario would complete the park construction prior to conveying it to the City of Ottawa. Canada Lands Company has worked with the Algonquins of Ontario to implement a commemoration program through Architectural and Urban Design Guidelines that include design elements and building materials that celebrate and honour Algonquin heritage, culture and traditions.

The site is currently being used for parking from neighbouring properties.

Yes, the recently approved zoning by-law Amendment for the site includes two land use areas zoned parks and open space.


There is a proposed Privately Owned Public Space (POPS) along Bell Street South that includes rock outcropping. The intent of this area, developed by the future builder, will use the vision and guidelines established by Canada Lands Company and Algonquins of Ontario. This area would be integrated into a development block but would remain open for public access.


The proposed municipal park along Lebreton Street South and adjacent to an existing apartment building would be developed as a City park. The proposed size of this park would be equivalent to one third of a football field and classified as a parkette under the City of Ottawa parks classification.

Yes, Canada Lands Company and the Algonquins of Ontario, through the rezoning of the site, will establish a minimum of 15% affordable housing on the site.
