CARAC Activity Reporting Notice #: 2021-016 Lightweight Data Recorders
Dear Operator Members,

CAAA was recently made aware that CARAC has published proposed amendments to require lightweight data recorders in all Canadian registered aircraft: CARAC Activity Reporting Notice #: 2021-016 Lightweight Data Recorders. If approved, this would require the installation of a Lightweight Flight Data Recorder on all newly manufactured aircraft being imported into Canada starting 2 years after approval of this regulation. In addition, all agricultural aircraft already operating in Canada would be required to have these Lightweight Flight Data Recorders within 5 years after approval of this regulation.

Transport Canada proposes to amend subpart 605 of the Canadian Aviation Regulations (CARs) in order to require the retrofitting of existing aircraft (essential parameters) for the installation of Lightweight Data Recorders (LDR) and the mandatory incorporation of LDRs into new aircraft (essential and recommended parameters).

The proposed regulations would apply to CAR 702, 703, 704, 604 and 406 operations and would require essential and recommended level of parameter sets matching those of EUROCAE ED-155/ICAO Annex 6 compliance, including crash-resistance standards.

CAAA has drafted the attached letter in objection to NPA 2021-016. Please sign here to support the CAAA objection and provide additional comments to be included in our response to CARAC.

We also encourage you to send your own letter of objection and email to [email protected] no later than March 5, 2022.
