17 charges laid against Winnipeg man accused of driving through park

WINNIPEG – Andrew Scott Penner, the man who allegedly drove his Chevrolet Cavalier through busy Charleswood parks, faces a total of 17 charges, police said Thursday morning.

Penner, 21, is accused of driving his car over baseball diamonds and the skateboard facility at Marj Edey Park. He faces charges ranging from criminal negligence causing bodily harm to four counts of assault with a weapon, as well as numerous Highway Traffic Act offences.

Penner is accused of piloting the vehicle that did doughnuts in the baseball diamonds at Marj Edey Park at about 8:30 p.m. Tuesday. The silver Cavalier hit a 25-year-old men who police say was lucky to escape with minor injuries and nearly hit three other pedestrians.

Penner was arrest at 7:50 a.m. Wednesday on Loudon Road. He faces the following criminal code charges:

• criminal negligence causing bodily harm;
• dangerous operation of a motor vehicle causing bodily harm;
• dangerous operation of a motor vehicle;
• failing to stop at the scene of an accident;
• four counts of assault with a weapon;
• two counts of failing to comply with a condition of a recognizance; and
• failing to comply with a probation order.

He’s also charged with the following Highway Traffic Act offences:

• driving without driver’s liability insurance;
• driving without a licence or with an invalid licence;
• proceeding across a railway crossing while a traffic control device is signalling the proximity or passing of a train;
• disobeying a traffic control device; and
• mischief under $5,000.
