City of Saint John Shared Risk Pension Plan Board of Trustees
Effective January 1, 2013 the City of Saint John Shared Risk Plan converted and replaced the City of Saint John pension plan. The primary purpose of the CSJ Shared Risk Plan is to provide pensions to eligible employees after retirement and until death in respect of their service as employees.
Established by Memorandum of Understanding December 21, 2012 -
Civic Commemoration Committee
The function and mandate of The City of Saint John’s Civic Commemoration Committee (CCC) shall be to guide and advise Council through the naming of public streets, assets, and spaces. This includes calls for the naming or renaming of spaces and streets, and the placing of monuments and plaques on City properties.
- Approve names to be added to the Civic Asset Name Reserve List based on input from staff regarding compliance with naming policies and guidelines.
- Establish and maintain a registry of all plaques, monuments, and other commemorations on all public land.
- Recommend names for civic assets as required.
- Provide input towards future place naming policy.
- Consider any matters which may be referred to the Committee by Saint John Common Council.
- Improve on the City of Saint John’s commemoration and recognition of past and existing residents representing the Black, Indigenous, and People of Colour (BIPOC) communities.
- A special focus will also be to ensure greater commemoration of women and other underrepresented residents who have contributed to the culture of Saint John through the efforts of the Committee. -
Code of Conduct Complaints Committee
The Code of Conduct Complaints Committee is composed of three Members of Council who are appointed by Common Council. In addition, Council appoints two alternate Members in the event that a Member of the committee has a conflict on a particular file.
The Committee is tasked with completing an initial assessment by reviewing code of conduct complaints received about a Member of Council. The Committee determines whether the conduct described in the complaint form is within its authority to review and whether the information provided in the complaint form provides reasonable grounds for believing a violation of the Code of Conduct By-law occurred.
The Complaints Committee is responsible for determining whether to refer a Code of Conduct complaint to an external investigator for a full review and investigation into the complaint. Alternatively, the Committee has the authority to not proceed with investigating complaints that do not comply with the provisions of the Code of Conduct by-law.

Community Grants Evaluation Committee
The City of Saint John Community Grants Evaluation Committee is a standing committee of three City staff, two community members-at-large and two Common Council Members. Committee representation of City Staff shall include a representative from Finance and Administrative Services and two representatives from Growth & Community Development Services.

Finance Committee (Council Standing Committee)
The Primary responsibilities of the Finance Committee include: financial reporting, audit, accounting systems, and internal controls, budget development, forecasting, fiscal management, resource allocation, open data, information management and continuous improvement.

Fort LaTour Development Authority
The objective of the Fort LaTour Development Authority is to develop or cause to be developed the area of land on which Fort LaTour was located and adjacent land as a historic attraction for the educational benefit of the citizens of New Brunswick and for the economic advantage of the City.

Growth Committee (Council Standing Committee)
The Primary responsibilities of the Growth Committee include growth of the economy and tax base with linkage to Enterprise SJ, Waterfront development, Industrial parks, Tourism development, and Heritage preservation.
The Committee will establish key relationships with the Planning Advisory Committee, Saint John Development Corporation, Saint John Industrial Parks, Uptown Saint John, Enterprise Saint John, Discover SJ, Heritage Development
Board, Saint John Port Authority, SJ Sub-standard Properties Appeal Committee, Trade and Convention Oversight Committee. -
Harbour (TD) Station Commission
The Saint John Regional Exhibition Centre Commission was established by the City of Saint John to operate the Regional Exhibition centre known as Harbour Station by SNB 1992, c.102. The rules on membership and appointments were amended by SNB 1999, c.46. The City has the obligation under the legislation to finance all net operating and capital expenditures. All capital assets acquired and held for use of the Commission are vested in the City. Harbour Station commenced operations October 2, 1993.

Heritage Development Board
The purpose of the Heritage Development Board is to investigate and report on the establishment of preservation areas and related by-laws and includes such things as making recommendations on by-laws, engaging consultants, advising management with respect to policy and adopting guidelines.

Imperial Theatre Inc.
Board members must not only be, but must be seen to be, supporters of the Theatre. They should also avoid potential conflicts of interest between their Board roles and in their work, so that they can be relatively unfettered in their support of the Theatre. Board members will bring with them different skill sets, experience and expertise – which will allow them to provide the Theatre, and other Board members, with measurable and valuable “in-kind” contributions to the Theatre’s operation.

Planning Advisory Committee
To provide advice to Common Council on applications to amend the Municipal Development Plan, the Zoning By-Law or Section 39 Conditions, subdivision proposals where new infrastructure (i.e. roads), public right-of-ways, easements or dedications for Land for Public Purposes are involved.;and to make decisions with respect to proposals for conditional uses, significant variances, establishment of similar, compatible and temporary uses.

PRO Kids (Positive Recreation Opportunities for Kids)
PRO Kids provides program and financial assistance to children and youth in need so that all children and youth will have the opportunity to participate in the arts, cultural, recreation, and sport activity of their choice.

Rockwood Park Endowment Fund
To serve as The City of Saint John's original administrators of the $2,000,000 endowment fund committed by Brunswick Pipeline to the Saint John Horticulture Association.

Saint John Airport
The Saint John Airport serves a region consisting of approximately 200,000 residents. The airport operates as a community not-for-profit corporation, incorporated in the Province of New Brunswick under a lease agreement with the federal government. Governance and operating transparency is ensured by the appointment of a Board of Directors representing a number of stakeholder groups.

Saint John Aquatic Centre Commission
The Commission is responsible for the management and operation of the City’s Aquatic Centre facility and to promote and initiate recreational programs, activities and sporting events in and on the property and facilities managed and controlled by it for persons of all ages and interests in order to advance the health, welfare and well-being of the people of the City and the Province.

Saint John Board of Police Commissioners
The Saint John Board of Police Commissioners is the governance authority for the Police Force. The role of the Board is to establish a vision and actionable objectives for the community, to provide oversight (including complaints) and to ensure accountability in the application of Police resources to accomplish the objectives.
The board has a maximum of eight appointed commissioners and minimum of seven. The Province of New Brunswick is responsible for appointing one commissioner. The Mayor (or designate) is a board member and Common Council appoints the remaining commissioners.
Please note that citizens wishing to serve on the Police Commission must consent to the completion of a Level II Personal Security Clearance Investigation. Only those individuals who receive security clearance will be eligible for appointment to the Commission.

Saint John Energy (Power Commission of the City of Saint John)
The Commissioners are ultimately responsible for approving the operations, making decisions on operating plans and policies, which involves an awareness of a variety of legislation and other matters.

Saint John Free Public Library
The duties of the board are specified under the NB Public Libraries Act. Members of this board are considered trustees. Collectively, they administer all aspects of the library, in conjunction with the head librarian.

Saint John Industrial Parks 2024 Inc
Saint John Industrial Parks (2024) Ltd. is a not-for-profit entity incorporated under the Companies Act, within the City’s control but at arm’s length. The Board of Directors for the Saint John Industrial Parks (2024) Ltd. will provide oversight and stewardship to the City’s industrial lands as well as a keen and aggressive focus on the development of the City’s industrial lands and tax base growth. As a director, you would work collaboratively with a diverse group of engaged professionals to set and guide the direction of the company. Ideally, you would have expertise in one of the following areas: Legal, Marketing, Finance, Accounting, First Nations, and have experience in at least one key Industrial Sector such as Manufacturing, Transportation or Logistics, Energy or Commercial Real Estate.

Saint John Port Authority
The mandate of the Saint John Port Authority is to oversee the operation of the Port of Saint John, provide the required port infrastructure to support maritime trade and to promote the port in the best interests of Canada’s domestic and international waterborne trade. The Board is responsible for the management of the activities of the Authority.

Saint John Substandard Properties Appeal Committee
The Saint John Substandard Properties Appeal Committee is required to allow those property owners who have been served a notice dealing with dangerous and unsightly premises to appeal the decision of the Standards Officer.

Saint John Transit Commission
The Saint John Transit Commission was established by the City of Saint John to operate the public transit system. The City has the obligation under the legislation to finance all net operating and capital expenditures. The Commission has full power and authority to maintain and operate a public transit system.

Trade and Convention Centre Oversight Committee
Established to review the annual budget prepared by Hilton Canada for the operation of the Saint John Trade and Convention Centre; to monitor the operations of the facility pursuant to an agreement between the City of Saint John and Hilton Canada Inc., and to make a recommendation to the Greater Saint John Regional Facilities Commission for the amount of the annual operating subsidy to be shared by the four municipalities.

Uptown Saint John
To assist, promote, encourage, coordinate and advance commercial, residential, recreational, cultural, civic development and economic welfare of the Central Business District.
