The City's Affordable Housing Strategy, outlines a commitment to identify city-owned vacant land for potential redevelopment as affordable housing.

Four parcels of land have been expropriated and identified for potential redevelopment as affordable housing to date. These include 245 Forest Road, 80-90 Empire Avenue, 375 Waterford Bridge Road, and 28 Eric Street. A project is already planned for 28 Eric Street. There are currently no planned projects for the other three sites. Council has not approved developing these sites. They have only approved doing engagement about the potential redevelopment of these sites. We would like to engage with residents, businesses, and other stakeholders about these parcels of land.

  • Rescheduled Geotechnical Borehole Analysis

    A contractor will be at 80-90 Empire Avenue starting Tuesday, December 12, 2023 using drilling equipment to complete a rescheduled borehole analysis. Anticipated completion of this work is Friday, December 15.

    Residents are asked to please refrain from parking on this site during the work.

    As part of the Affordable Housing Strategy, City Council approved this parcel of land at 80-90 Empire Avenue for potential redevelopment for affordable housing. Public consultation was conducted in Summer 2021. This current work is required to establish the subsurface conditions of the property to determine development potential, inform any future assessments, and aid in design work.

    Please note that no residential development is currently planned for this site. If a residential development is proposed, this land would require re-zoning, resulting in further opportunities for public engagement.

    A contractor will be at 80-90 Empire Avenue on Monday, November 27, 2023 from approximately 8:00 a.m. to 5:00 p.m. using drilling equipment to complete a borehole analysis.
