Speaking before Council

In the Town of Stouffville, we believe that communication between residents, Council and Town staff is a critical part of developing an effective and open municipal government. We encourage you to attend and provide your feedback at Council meetings.

Learn how to request to speak at a meeting on a Council agenda item or register as a delegation to discuss items unrelated to the Council agenda.

Request to speak at a council meeting

If you wish to speak to Council regarding a report on the agenda, you may attend the meeting in-person or electronically. Speakers may speak for up to 5 minutes of uninterrupted time and only on the matter pertaining to the report.

To speak in-person fill out a Request to Speak form at the meeting, you do not need to submit in advance, and provide it to Clerk’s staff.

If you prefer to attend electronically via Zoom, submit a completed Request to Speak Form to clerks@townofws.ca by 12 p.m. the business day prior to the meeting and you will be registered as a virtual speaker.

Submit correspondence to council

If you cannot attend a meeting, you may submit written correspondence. Correspondence received by 12 p.m. the business day prior to the meeting will be circulated to Council prior to the meeting.

If you wish to submit correspondence to Council on a topic listed on an agenda, you may send your correspondence to clerks@townofws.ca

Request to delegate to council

A delegation is an individual or group who registers to speak to Council on items of interest to the Town that are unrelated to the Council agenda. Delegations do not address:

  • Items addressed in Town staff reports
  • Matters before a Town tribunal
  • Proclamations
  • Reconsideration of Council decisions within six months of a decision

Generally, delegations are more formal and may have materials prepared to provide to Council.

If you wish to speak to Council regarding a matter relating to community interest or Town business that is not on the agenda and has not been considered within 6 months prior to the requested date, you may attend the meeting in-person or electronically. Delegates may speak for up to 10 minutes of uninterrupted time and only on the matter indicated on your delegation request form.

Submit a completed Delegation Request Form and any supporting materials to clerks@townofws.ca by 12 p.m. on the Monday 9 days prior to the meeting.
